Chicago rewards local appraisal knowledge more than most American cities, because so much of its housing looks interchangeable on paper and is anything but.
The bungalow belt: near-identical homes, real value spreads
The city’s signature challenge is the bungalow belt, the arc of Midwest-style brick bungalows built across the neighborhoods in the early twentieth century. To an algorithm, and to a rushed appraiser, they are the same house repeated for miles. Working appraisers know better: visually similar bungalows on comparable blocks routinely sell 10 to 30 percent apart within weeks of each other, and the appraiser’s job is isolating the nuances that drive the spread.
Those nuances live in the details a spec sheet flattens: condition and quality of updates, finished attic and basement space and how it is treated, mechanicals, block-level desirability, and which sales genuinely compete with the subject rather than merely resembling it. Comp analysis here is granular work, done through the MLS record, through the property, and through conversations with the agents who sold the comparables.
Two-flats, three-flats, and Chicago’s multi-unit stock
Chicago names its small multi-unit buildings differently than the rest of the country, and appraises them differently too. What other markets call a duplex, Chicago calls a two-flat: a vertical building, one apartment per floor, often with identical floor plans stacked and an unfinished basement below.
Two-to-four flats sit at the intersection of home and income property. Valuation has to weigh both the sales comparison of similar buildings and the income the units produce, and the long Chicago tradition of rehabbing tired flats into renovated ones means the appraiser is constantly separating as-is value from value-add potential.
One rule matters constantly in this stock: below-grade space does not count as gross living area. A finished basement or garden-level unit contributes as an amenity, not as square footage, which is a recurring surprise to owners and agents comparing listings.
Cook County: scale and property taxes
Cook County is the second-largest county in the United States by property count, behind only Los Angeles County. That scale shapes everything: the depth of the public record (complete legal descriptions are available through county records, which we use routinely), the volume of assessment activity, and the steady demand for appraisals in tax appeal contexts.

A market that has seen every cycle
Chicago’s appraisal community carries long memory. Firm principals here have worked rates near 10 percent in the 1980s, the mid-2000s runup, the 2008 collapse, pandemic-era money at under 3 percent, and the spike that followed, and the consistent lesson is that downturns are phases of a cycle, not the end of the market. Practices built to last here diversify across residential, commercial, litigation support, review, and tax work rather than riding lending volume alone. The same two-flat gets a different analysis depending on which of these it is for. That is not bureaucracy. Intended use determines what evidence applies and what the report must survive.
How we work the comp record here
Chicago’s density is an asset for valuation: the comp record is deep, and the appraiser’s job has shifted over the years from gathering scarce data to exercising judgment over abundant data. The profession’s own standards define an appraiser as someone who formulates an opinion of value, not someone who collects sales, and in a market this dense the opinion is the hard part. Selecting which of forty nearby sales actually compete with the subject, and defending each adjustment against what buyers in that segment demonstrably pay, is where a Chicago appraisal earns its fee. Rule-of-thumb adjustments do not survive that test; market-derived ones do.
